Rais Kikwete ahudhuria kikao cha SADC jijini CAPE TOWN

Mwenyekiti wa Kamati ya ulinzi na usalama ya SADC Rais Dkt. Rais Jakaya Mrisho Kikwete amewasili Cape Town, Afrika ya Kusini kuhudhuria kikao cha viongozi Wakuu wa Jumuiya ya Maendeleo Kusini mwa Afrika (SADC) kinachofanyika leo tarehe 10 Mei, 2013.
 
Viongozi wa SADC wanakutana chini ya Kamati ya Ulinzi na Usalama ambayo Tanzania ndiye mwenyekiti. 

 
Kikao cha leo kinatarajia kuzungumzia maendeleo na hali ya usalama katika ukanda huu hususan hali ya usalama Mashariki mwa Kongo, DRC, Madagascar na Zimbabwe.
 
Nchi za Afrika ya Kusini, Malawi na Tanzania zitapeleka vikosi Mashariki mwa DRC kulinda na kuleta utulivu na usalama. 

 
Kuhusu Madagascar, nchi hiyo inatarajia kufanya uchaguzi Julai, 2013 wakati nchini Zimbabwe nako uchaguzi unatarajiwa kufanyika baadae mwaka huu. 

 
Mbali na mkutano huo Rais anahudhuria mikutano kadhaa inayoendelea mjini Capetown ukiwemo ule wa Kiuchumi ambao viongozi wa kisiasa, kiserikali na wakubwa wa mashirika binafsi wanahudhuria na kuzungumzia fursa za kibiashara na kiuchumi barani Afrika.

Tanzania and The Sultanate of Oman yesterday signed various agreements aimed at enhancing political and economic ties between the two countries. 
The Agreements were signed during the second day of President Dr. Jakaya Mrisho Kikwete’s State Visit to the Sultanate following the invitation of His Majesty Sultan Qaboos bin Said Al Said. 
The agreements were signed yesterday during the joint Tanzania- Oman business forum held at AL Bustan Hotel in Muscat Oman including, The Agreement on Promotion and Protection of Investment, Memorandum of Understanding on Cooperation in higher Education between Oman and Zanzibar, Agreement on Cooperation in Records and Archives and the Agreement on Forming joint Business Council between Oman and Tanzania. Ladies and Gentlemen;

I thank you Mr. Khalil Al Khonji, Chairman of the Oman Chamber of Commerce and Industry for inviting me to attend and speak at the historic first, Tanzania – Oman Business Forum. I thank the Oman Chamber of Commerce and Industry and the Tanzania Embassy for conceiving the idea of holding this important meeting and organizing it so well. I am visiting the Sultanate of Oman, at the invitation of His Majesty Sultan Qaboos, to consolidate the longstanding historic social, political and economic relations and cooperation that so happily exists between our two countries and peoples. This, Forum, therefore is a vehicle for promoting and strengthening economic, trading and investment cooperation between our governments and peoples. I wish events of this nature could take place more often and regularly, both here in Oman and back home in Tanzania.

Ladies and Gentlemen;

The Sultanate of Oman is a very special country to Tanzania. There is no other country on this planet with as many of its citizens who have blood relations with the people of Tanzania. This is a unique asset or resource which our two countries can use to promote stronger political, social and economic ties for the mutual benefit of our two countries and two peoples. I am undertaking this visit and I speak at this Forum this afternoon precisely for that reason.

Ladies and Gentlemen;

I heartily welcome the holding of this Forum and I look forward with great anticipation to the outcome of this meeting. I hope Oman and Tanzanian business people and the several government officials gathered here this afternoon will rise to the occasion and take our economic relations to the next level. I want to see increased economic, investment and business relations between our two friendly countries become more robust because we both have a lot to offer to each other and much to benefit.

Ladies and Gentlemen;

Let me start by stating emphatically that Tanzania is a great place to invest and do business. We have worked so hard for over two decades now to put in place a very conducive investment environment. We have opened our doors wide for anyone interested to bring capital and do business with us. We offer a wide range of investment incentives just like several other popular investment destinations in the world. And, in some respect we are even more generous and attractive.

I am happy that I have brought with me responsible government officials and some businessmen from both Zanzibar and Tanzania Mainland who will give you detailed information and answer all your questions.

Peace, Good Governance and Conducive Business Environment

Ladies and Gentlemen;

Tanzania is a peaceful and politically stable country. This is a critical asset for one to invest. We are a young vibrant multiparty democracy. We uphold the tenets of good governance, respect of human rights and the rule of law. The fight against corruption and other vices in society is unwavering, despite the daunting challenges we are faced with.

Private investments in Tanzania are guaranteed by government policy and law against nationalization and expropriation. Investors are allowed to take their money. They can repatriate profits and dividends without inhibitions. Besides, Tanzania is a signatory and a party to several multilateral and bilateral agreements on protection and promotion of investments. Among such international agreements and memberships, Tanzania is a member of Multilateral Investment Guarantee Agency of the World Bank (MIGA) and the Swiss based International Centre for Settlement of Investment Disputes (ICSID).

At the bilateral level, Tanzania has entered into investment promotion and protection agreements with many countries. I am happy that, shortly before my coming here we witnessed the signing of the Agreements on the Promotion and Protection of Investment and the establishment of Joint Business Council between Oman and Tanzania. Surely, these will go a long way towards reducing further the risk of investing in Tanzania and promoting business relations. I hope our two governments will conclude at the earliest possible time, ongoing the negotiations on the avoidance of double taxation.

Market-based Economy with Stable Macroeconomic and Fiscal Policy Regime

Ladies and Gentlemen;

Tanzania espouses market based economic policies. This is very much a function of economic reforms we have been undertaken since the mid-1980s. As you may know, prior to that Tanzania espoused socialist policies. All commanding heights of the economy were in the hands of the state. The state was involved in the production and distribution of goods and services from village to national level. The state also continued to perform the traditional functions of maintaining law and order and, governing with the advent of economic reforms a fundamental policy decision was made. This was about the government doing the primary functions of the state of governing and maintaining law and order, leaving the private sector to do business.

Briefly, the new policy could be summarized as follows, let “Government Govern and Private Sector do Business”. In pursuit of this new policy the government began to withdraw from direct involvement in production and distribution activities and left them in the hands of the private sector. A comprehensive programme of divestiture of state enterprises followed. Todate, most state enterprises have been privatized except for a few public utilities in the sector of water, electricity, railways, roads, health and education. Even with these sectors, the private sector is allowed direct involvements. The government still owns the state enterprises although in some aspects there is private sector participation.

The economic reforms have worked well for the Tanzanian economy despite some challenges. The economy has turned around from the stresses and downward trends before the reform. The macro-economic frame back on track and benefits are being enjoyed. Tanzania today enjoys macro-economic stability. All macro-economic indicators are good and at the seven percent average economic growth rate over the past decade, Tanzania is among the 20 fastest growing economies in the world. Currently, due to high food and oil prices, inflation has been a challenge. However, there are positive signs of decline, from 19.5 percent three months ago to 14.9 percent last month. We hope to get back to single digit by June, 2013.

Geographical Location

Ladies and Gentlemen;

Tanzania is strategically located in the eastern coast of Africa so, come and invest to take advantage of it. Tanzania borders eight countries of Kenya, Uganda, Rwanda, Burundi, Democratic Republic of Congo, Zambia, Malawi and Mozambique. It is a gateway for six landlocked countries Zambia, Malawi, Rwanda, Democratic Republic of Congo, Burundi and Uganda which use Tanzanian ports, roads, railways for their import and export trade. Tanzania is also the gateway for goods to and from Eastern DRC. In this regard, therefore, investments or businesses to cater for the facilitation of imports and exports of these countries present lucrative opportunities.

One can invest in lucrative freight related businesses like clearing and forwarding, warehousing, logistic centres, trucking business etc. But there are also opportunities in port development and management, building toll roads, railways, air transportation etc.

This location also presents ample opportunities for situating manufacturing and trading businesses in Tanzania. There is almost a captive market to take advantage off. Fortunately, also Tanzania shares regional economic grouping with all these countries. As such, locating your businesses in Tanzania enables you to access the East African Community market of 120 million people which are in Kenya, Uganda, Rwanda and Burundi. You can also access close to 200 million people market of the Southern African Development Community, with the DRC, Zambia, Malawi, Mozambique, Angola, Namibia, South Africa, Zimbabwe, Lesotho, Swaziland, Mauritius, Seychelles and Madagascar. In these two economic groupings there is free movement of goods and services. There is discussion going on between East African Community, SADC and COMESA of creating free Trade Area. This boasts population of close to 540 million and USD 1trillion GDP.

Ladies and Gentlemen;

Besides its geography Tanzania itself presents abundant investment opportunities in agriculture, mining, tourism, manufacturing, fishing, ICT, and infrastructure development. In agriculture there is plenty of arable land yet to be utilized, the climate is permissive and there are adequate water resources for irrigation. In mining nearly all minerals known to exist in the earth crust also do exist in Tanzania and some in large qualities. Of recent, with the new discoveries of sizeable natural gas deposits, it makes Tanzania to be a prospective an emerging market for gas production in the world.

In the hospitality industry with the beautiful and historic spice Islands of Zanzibar and exotic world renown game parks, on the mainland. Tanzania is a tourist destination worthy investing now and in future. With the huge lakes and 1000 km of sea coastline and the 200 km EEZ, fishing is a highly prospective investment opportunity. Right now there is no serious fishing in our sea.

There are limitless opportunities in infrastructure development, telecommunications, power generation, railways, ports development, airports, airlines etc. With a huge raw material base from agriculture, mining, fishing and forestry investments in manufacturing present huge potential. There is, as mentioned earlier, a sizeable own market of close to 45 million people, 120 million people East African Community and 200 million people of SADC market. But we also have market access arrangements with the USA under AGOA, European Union (Everything but arms), China and Japan which makes investing in Tanzania even more attractive.

Skilled Labour Force

Ladies and Gentlemen;

Tanzania, also boasts of having sizeable population of skilled labour force. Over the years, we have invested substantially in education at all levels, from primary to secondary school and higher learning. We have also expanded vocational education and established training centres in every region of the country. These have been useful in training highly qualified experts in many fields as well as technicians and artisans in various trades. While we have invested heavily in education to develop the local talent, we are keen on working with businesses on innovative ways to develop the local talent that is relevant to the specialized areas of interest. It is important to note also that labour in Tanzania is relatively less expensive compared to many other parts of the world.

Ladies and Gentlemen;

The business climate that I have just described has already attracted growing number of foreign and local investors from different countries to Tanzania. Oman is also included in that list as between 2000 to 2011, Omani investors have registered 36 projects worth more than USD 200 million in different sectors. This is not much compared to what can be availed by Omani business community. We look forward to increased investments because as I mentioned, opportunities are many. The returns are good, protection is guaranteed and incentives are really competitive. We also look forward to increasing trade between Tanzania and Oman, which is currently very low.

So I warmly welcome you to come to Tanzania and explore the unlimited, trade, investment and business opportunities which our country has to offer.

Ladies and Gentlemen;

Those interested in investing in the manufacturing business can take advantage of the opportunities which exist in the various Export Processing Zones (EPZ) and the Special Economic Zones (SEZ) which we have set up to promote and facilitate industrial development and export of manufactured goods to the worlds. We cannot continue to be exporter of raw materials. We want to add value to our primary products. We will support all those of you who will opt to operate in these designated zones.

Ladies and Gentlemen;

Let me conclude by saying the following. First, Tanzania meaning both Zanzibar and Tanzania Mainland is ready to do business with you. Our doors are wide open. Secondly, Tanzania have everything that you need to look for in taking a decision about where to invest: conducive business environment, political sound economic policies, macro-economic stability, abundant natural resources, relative educated labour-force, a sizeable and captive market because of Tanzania’s unique geographical location. Above all, the government is facilitative. The list is long, I can hardly exhaust it. As mentioned earlier these will be elaborated further in the course of your discussions by the representatives of the Tanzania Investment Centre (TIC) and the Zanzibar Investment Promotion Authority (ZIPA) who are here with us.

Several ministers are also here to clarify on some of these issues and concerns. Above all, business men and women from Tanzania are also here to share their experiences and expectations.

Rais Kikwete na ujumbe wake ameondoka mjini Dar es Salaam asubuhi ya leo, Jumatatu, Oktoba 15, 2012, kwenda Oman kuanza ziara hiyo inayofanyika kwa mwaliko wa Kiongozi wa Ufalme wa Oman, Mfalme Qaboos bin Said, ambaye atakuwa mwenyeji wake kwa siku zote nne.
Kwenye Uwanja wa Ndege wa Kimataifa wa Muscat, Rais Kikwete anatarajiwa kulakiwa na Waziri wa Mambo ya Nje wa Oman, Mheshimiwa Yousef bin Abdullah bin Alawi ambaye ataandamana naye hadi Jumba la Muscat Gate ambako Rais atapokelewa na Mfalme Qaboos. Kutoka hapo wataandamana hadi Kasri ya Kifalme ya Al Alam ambako atapokelewa rasmi kwa heshima zote za Kiserikali.
Shughuli kubwa ya jioni ya leo ya Mheshimiwa Rais itakuwa ni kufanya mazungumzo rasmi ya Kiserikali kati ya Serikali za Tanzania na Ufalme wa Oman na pia kuhudhuria dhifa rasmi ambayo Mfalme Qaboos atamwandalia mgeni wake kwenye Kasri ya Al Alam.
Kesho, Jumanne, Oktoba 16, 2012, Rais Kikwete atatembelea Jumba la Makumbusho la Majeshi ya Ulinzi ya Oman, atafungua Mkutano wa Wafanyabiashara wa Tanzania na Oman, atashuhudia utiaji saini makubaliano ya mikataba miwili kati ya nchi hizo mbili, ukiwamo ule wa kuundwa kwa Baraza la Biashara la Tanzania na Oman na ule wa Kuendeleza na Kulinda Uwekezaji katika nchi hizo mbili.
Jioni, Rais Kikwete atatunukiwa nishani ya juu kabisa ambayo Ufalme wa Oman hutoa kwa viongozi wa nchi za nje ya First Order Medal kwenye Chakula Maalum cha Usiku kitakachoandaliwa na Mfalme Qaboos kwa heshima ya Rais Kikwete.
Rais Kikwete na ujumbe wake pia utakutana na kuzungumza na Watanzania wanaoishi Oman katika mkutano utakaofanyika kwenye Hoteli ya Kifalme ya Al Bustan.
Hii itakuwa mara ya pili kwa Mheshimiwa Kikwete kutembelea Oman. Aliitembelea nchi hiyo mara ya kwanza mwaka 1998, wakati huo akiwa ni Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa.

RAIS KIKWETE AOMBOLEZA KIFO CHA WAZIRI MKUU WA ETHIOPIA HAYATI MELES ZENAWI

          Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete asubuhi ya leo, Jumanne, Agosti 21, 2012, amepokea kwa mshtuko mkubwa, masikitiko na huzuni nyingi taarifa za kifo cha Waziri Mkuu wa Ethiopia, Mheshimiwa Meles Zenawi, kilichotokea jana usiku nje ya nchi ambako alikuwa anatibiwa.

Kufuatia taarifa hizo, Mheshimiwa Rais Kikwete, kwa niaba ya wananchi wa Tanzania, Serikali yake na kwa niaba yake mwenyewe amemtumia salamu za rambirambi Rais wa Ethiopia, Mheshimiwa Girma Wolde-Giorgis. 
Katika rambirambi zake kwa Mheshimiwa Wolde-Georgis, Rais Kikwete amesema: “Tanzania imepokea kwa mshtuko mkubwa, masikitiko na huzuni nyingi taarifa za kifo cha Mheshimiwa Meles Zenawi  kilichotokea jana usiku.”
Amesema Rais Kikwete: “Kwa niaba ya wananchi wa Tanzania, Serikali yangu na mimi mwenyewe, natuma salamu zangu za dhati za rambirambi kwako, kwa wananchi wa Ethiopia na kupitia kwako kwa Mheshimiwa Azeb Mesfin, mjane wa marehemu na familia nzima ya Mheshimiwa Meles Zenawi. Tupo nanyi katika msiba huu mkubwa.”
“Kwa hakika, Ethiopia imempoteza kiongozi hodari, mwana mapinduzi na mpenda maendeleo. Kwa hakika,  Afrika imempoteza kiongozi wa kutumainiwa na msemaji hodari sana wa Bara letu. Daima tutamkumbuka Waziri Mkuu Zenawi kwa msimamo wake thabiti wa kutetea maslahi ya Afrika na ustawi wa watu wake. Mimi na Tanzania tumempoteza rafiki wa kweli” amesema Rais Kikwete na kusisitiza, “hakika tutaukosa mchango wake uliojaa busara, hoja zake za kusisimua na zenye mantiki sana.”
Rais Kikwete amemaliza kwa kuwaeleza wananchi wa Ethiopia: “Tunaungana nanyi katika wakati huu mgumu wa majonzi na tunamwomba Mwenyeji Mungu awape nguvu, moyo, subira na baraka zake ili muweze kuvuka kipindi hiki. Aidha, tunaungana nanyi na familia ya Marehemu Zenawi kumwomba Mola ampe mapumziko mema Marehemu Meles Zenawi.”
Waziri Mkuu Zenawi ambaye ameaga dunia akiwa na umri wa miaka 57 amekuwa Waziri Mkuu wa Ethiopia tokea 1995 na kabla ya hapo alikuwa Rais wa nchi hiyo kati ya 1991 na 1995.

 Your Majesty, King Mswati III of the Kingdom of Swaziland;

Your Excellency Armando Guebuza, SADC Chairperson and President of the Republic of Mozambique;

Your Excellency Madam Joyce Banda, Deputy Chairperson of SADC and President of the Republic of Malawi;

Your Excellency Hifikepunye Pohamba Deputy Chairperson of the SADC Organ on Politics, Defence and Security Cooperation and President of the Republic of Namibia;

Fellow Heads of State and Government; Heads of Delegations;

Your Excellency Dr. Tomaz Augusto Salomao, SADC Executive Secretary;

Honourable Ministers; Permanent Secretaries;

Ambassadors and High Commissioners;

Distinguished Delegates;

Ladies and Gentlemen;

It is with a great sense of humility and gratitude that I stand before this august assembly to do two things.  To move a vote of thanks on behalf of all of  us and to thank you for the honour you have reposed on me and my country. On behalf of the government and the people of the United Republic of Tanzania, I sincerely thank my fellow Heads of State and Government and the entire SADC family for choosing Tanzania to Chair the SADC Organ on Politics, Defence and Security Cooperation for the coming one year.

We are very much aware that this is not an easy task in view of the political, peace and security challenges facing our region at the moment and the ones we cannot predict that could happen in future.  However, I am comforted by the fact that the work of this Organ is a shared responsibility.  You have entrusted me and my country with the unenviable role of a coordinating our collective efforts in the search for solutions to the political, diplomatic and security issues of concern to individual member states and our region as a whole.

Your Majesty;

Excellencies, Distinguished Participants;

          My promise to you all today is that we will do our utmost to live up to your expectations.  With the sterling work done by my predecessor and continued collective efforts and support from all of us, we will overcome the challenges we face and advance to greater heights. 

Allow me to pay glowing tribute to the outgoing Chair, my dear brother and good friend, His Excellency Jacob Zuma, President of the Republic of South Africa, for steering so well the affairs of the Organ in the past one year. We are grateful for his outstanding leadership, dedication and commitment to the work of the Organ during his tour of duty.   Surely, we will benefit and build on the good work he and other members of the Troika Organ have done.  I also thank, the President of the Republic of Zambia, His Excellency Michael Sata, the outgoing member of the Troika, for being a highly dependable partner. He and his government have made an enviable contribution to the work of the SADC Organ and its achievements.  We will surely miss his charm and candidness.

Excellencies;

Tanzania is picking the baton of leadership of the SADC Organ on Politics, Defence and Security at a time when a lot of ground has been covered with regard to the crisis in Madagascar.  Perhaps what remains of us now, is to run the last mile. Unfortunately, it appears to be on too steep a climb, making it complicated to negotiate and almost elusive to resolve.  We will not and should not tire nor give up until a lasting solution is found.

Likewise, remarkable progress has been made in Zimbabwe, with regard to advancing reconciliation, the process of constitution making and preparing the ground for the next elections. I want to assure this august assembly of Heads of State and Government that the Troika of the SADC Organ will work hand in glove with the Troika of SADC and the rest of us to consolidate the gains made and advance from where President Jacob Zuma left off.   We will also work with all stakeholders in Zimbabwe to ensure successful conclusion of the process of drawing up the new Constitution and ensure that the coming elections are democratic, free and fair.

In the same vein, we will work closely with other members of the troika of SADC Organ on Politics, Defence and Security to oversee SADC’s active involvement in finding peaceful resolution of the crisis in the Eastern Democratic Republic of Congo. The ongoing security and humanitarian crises in this member state of our Organization is very disturbing and unacceptable. The Congolese people have suffered for far too long.  They deserve to get a break and live better.  It is high time that the crises ended forever and they are left to concentrate on more positive and productive activities of improving their living standards. SADC has a unique role to play and Tanzania feels privileged to be afforded the opportunity to coordinate these noble efforts.

Ladies and Gentlemen;

As we continue to get involved in the affairs of the DRC, we are cognisant of the work being done under the framework of the International Conference on Great Lakes Region (ICGLR). Four SADC member states namely Angola, DRC, Zambia and Tanzania are members of the ICGLR as well.  This is very opportune indeed, for our Organisation because these countries will be SADC’s bridge to advance our cause, ideas and positions.  It is in our mutual interest for SADC to work closely with the ICGLR in this regard.

Ladies and Gentlemen;

I would like to take this opportunity to congratulate Her Excellency Dr. Nkosazana Dlamini Zuma, for being elected the Chairperson of the African Union Commission (AUC).  Emerging victorious in a highly contested election like the one held in July 2012 in Addis Ababa, is a matter she and our region deserve a lot of praise. We have every reason to congratulate her and ourselves.

Indeed, Madam Nkosazana Zuma has re-written AU’s history in two ways.  First, she is the first woman ever to hold that prestigious high office of our continental organization for the past 49 years.  And, second, it is the first time for Southern Africa to get the opportunity to hold this office.  It is, indeed, a great pride for the SADC region because our concerted efforts and perseverance have paid off handsomely. I take this opportunity to acknowledge and thank our Ministers for Foreign Affairs for a job very well done. Madam Nkosazana Zuma has made us proud.  We wish her every success and assure her of our unwavering support and cooperation.

Excellencies;

On behalf of all Heads of State and Government and all delegates to this 32nd SADC Summit, I would like to take this opportunity to thank most sincerely President Armando Emilio Guebuza and the great people of this country for the warmth of reception and gracious hospitality. We have been enjoying every minute of our stay.  You have made us feel very much at home.  You have provided excellent facilities for our meeting at this magnificent Joaquim Chissano International Conference Centre.

We thank you so much for your very able stewardship of our meeting yesterday and today.  We are confident that under your excellent leadership, SADC is in very safe hands and bound to make great strides.  With you in the chair we look to the future with great hopes and optimism.  On behalf of all colleagues, we promise you unqualified support and cooperation.

It would be remise of me if I did not acknowledge and commend the SADC Secretariat under the able leadership of Dr. Tomas Salomao, the Executive Secretary, for a job very well done.  You have made excellent preparations for this meeting which made the work of the Summit smooth and easy.  Please keep up the good work.

Let me conclude by saying that SADC is an organisation with great prospects now and in future.  I am confident that together we shall deliver on our promise and the expectations of the people this Organisations is supposed to serve.

Last but not least, I would like to use this opportunity to remind you of my invitation to all SADC Heads of State and Government to attend the Smart Partnership Dialogue to be held in Dar es Salaam between 24th – 28th May, 2013.  The theme is very pertinent and relevant to the challenges of development we are grappling with every day: “Leveraging Modern Technology for Africa’s Development”  I expect all of you to attend.

President Kikwete arrives in London for a ground breaking International Family Planning Summit

President Jakaya Mrisho Kikwete is received at the Regency Hyatt Churchhill hotel in London today July 10, 2012 ready to attend a two-day a ground breaking International Family Planning Summit. The Summit is scheduled to launch a Global Movement to give an additional 120 million women in the World’s poorest countries, access to lifesaving family planning information, services and supplies by 2020.

The United Kingdom’s Government and the Bill & Melinda Gates Foundation, with the support of UNFPA and other partners, are hosting the summit, whose envisaged increased access will enable these women and girls to choose whether, when and how many children to have.

This Summit is a collective opportunity to generate global commitments to increase access to family planning and, in doing so, accelerate the achievement of MDGs 4 (reducing child mortality) and 5 (improving maternal health) – including MDG target 5b (reproductive health) – as well as MDG target 6a (HIV prevention).

It will build on the momentum created by the UN Secretary General’s Global Strategy for Women’s and Children’s Health, “Every Woman, Every Child”, and the innovative public-private and civil society partnerships that are developing through the Reproductive Health Supplies Coalition (RHSC) and their Hand to Hand Campaign.

Leaders from developing and developed countries, donors, civil society groups and the private sector will come together behind a simple vision: to give women in the developing world the same access to lifesaving family planning as women in the developed world.

President Kikwete to submit Tanzania governance report to AU

President Jakaya Kikwete of Tanzania is set to present Tanzanian governance report to the meeting of the African leaders participating in the African Union governance assessment body-the African Peer Review Mechanism (APRM) next January.

The information was revealed yesterday by the APRM Tanzania chapter Head of Communications and Media Relations, Hassan Abbasi when briefing reporters at the on-going Dar es Salaam International Trade Fair.

“As our focal point Minister of Foreign Affairs, Hon Bernard Membe said recently, the report which was supposed to be presented by the President this July had to be postponed to January,2013 following the APRM Continental Secretariat’s failure to finish the report in time,” said Mr. Abbasi.

He added that the Tanzanian APRM chapter received new communication from the Continental Secretariat which is based in Midrand in South Africa informing that the report was ready but willl be first discussed internally by a group of African eminent persons for quality assurances.

“Our fellows have confirmed to us that now the report on state of governance in Tanzanians and the expert recommendations thereof is ready and awaits quality review from top African eminent persons who will meet on 11-12 July in Addis Ababa,” added Mr. Abbasi.

He revealed that the report will hint on the country’s governance in four thematic areas of democracy and political governance, economic management, corporate governance and socio-economic development as per Tanzanians views collected from various stakeholders.

March this year when launching the Country Review Team in Dar es Salaam, President Kikwete promised to implement recommendations under the APRM process.

“APRM is like a mirror that helps us to see ourselves where we are and what we have achieved in terms of ensuring democratic leadership and good governance and economic development in our countries.

“It is against this truth that we are more than ready to implement your recommendations when the right time comes,” said the President in March. The Review team left Dar es Salaam on 23 March after three weeks of consultations with both state and non-state actors in Tanzania and promised to present their review report by May, 2012 however the process took much longer.

Tanzania is currently among 32 out of 54 African countries participating in the APRM process which is repeated every after four years to assess governance among member states. APRM was initiated in 2003 by African Heads of State and Government. Tanzania joined in 2004 and kick started the process in 2007.

Ladies and Gentlemen:

On behalf of the Government and the people of the United Republic of Tanzania, it is my pleasure to welcome Your Excellency and the esteemed members of your delegation toTanzania, and in particular toDar es Salaam, the Haven of Peace.   I sincerely thank you Mr. President for accepting the invitation to pay us a visit. Indeed, we feel greatly honored and privileged to welcome you in our country. Please feel at home and enjoy your short stay inTanzania.

Excellencies;

Ladies and Gentlemen;

The relationship between the Arab Democratic Republic of Saharawi andTanzaniais historical and has been consolidated by our firm

support to the cause of the liberation of Africa and the right of the people of Western Sahara’s to self-determination.  To our founding fathers of our nation the right to self-determination is a just cause and a principle that we have always cherished.   It is the same principle that guided our country’s position during the liberation struggle of the Southern Africa and other African countries that were under oppression, colonial rule and all the forms of oppression.

        It is this principle that made us host the OAU Liberation Committee and supported the liberation movements morally, materially and diplomatically.  Our support was loud and clear in Africa, the UN, the NAM and other international fora.

Tanzania’s position on the issue of Western Sahara’s independence is a matter of principle. It is based on our conviction on the peoples’ right to self-determination, and on the premise that both the United Nations and African Union have always been unanimous on the need to allow the people of Saharawi to determine their destiny. Several resolutions of the UN and Decisions of the OAU/ AU asserted to that. In December 1965, the UN General Assembly adopted resolution 2072 (XX) which requested Spain to decolonize the territory; thereafter in 1966 the UN requested Spain under resolution number 229 (XX1) to organize, under UN supervision, a referendum on self- determination for Saharawi people. This demand was repeated each year from 1967 to 1973.

Despite all these Resolutions and the International Court of Justice ruling on the legality of self determination, Spain ignored all this and on 14 November 1975, handed the country to Morocco and Mauritania under the Madrid Accord.

Excellencies;

With regards to Western Sahara, Tanzania has been supportive of all UN and OAU efforts and initiatives.  We promise to continue to do so.  We supported the first effort by the Organization African Unity (OAU) to resolve the conflict during the Summit of July 1979 in Monrovia, Liberia, where a mediation initiative for peaceful resolution of Western Sahara conflict was launched. This was followed by the OAU Resolution 103 (XVIII) made in June 1981 in Nairobi, Kenya and Resolution 104 (XIX) reached in Addis Ababa in June 1983. Tanzania was part of the Implementation Committee of the Heads of State on Western Sahara formed to take all measures, with participation of the UN, to guarantee the exercise by the people of Western Sahara of self-determination through a general and free referendum. Since then, the UN and AU have continued to work together to ensure that the referendum is held and that the people of Western Sahara are given the right to decide.

Mr. President;

Tanzaniais following with keen interest the ongoing direct negotiations between the two parties under the mediation of His Excellency Mr. Christopher Ross, the current United Nations Special Envoy.  We believe, it is right thing to do because direct negotiation has a tendency of building an effective partnership and confidence between parties towards a credible political settlement.  It has worked before in many other conflict situations.

I would like to encourage the parties to the conflict to continue with the dialogue until a breakthrough is emerged.  It is only through negotiations that hope of finding an acceptable and lasting solution to both parties is made possible.  On our part, we will support whatever decision you will come up with, as long as it is consistent with international legality, in particular, the principles enshrined in the Charter of the United Nations and African Union. That would ensure a just, legitimate and durable solution.

I implore you to remain positive and open for further negotiation with other party to the conflict. I want to assure you thatTanzaniashall not waiver its support to the cause of the Saharawi people. We will continue to work hard with other peace loving countries in the world to push for a credible political settlement of the conflict within the framework of relevant U.N resolutions and international legality. In this regard, I call upon the international community, particularly the UN and AU to scale up their efforts and resources so that the uncertainty and suffering of Saharawi people comes to an end.

Your Excellency;

It would be remiss of me, if I conclude my remarks without commending you for your commitment and efforts to find a durable settlement to the Saharawi conflict.  I know it is not easy, but I am sure your determination and resolve will continue to lead Saharawi people towards a just solution. I hope your historic visit will open a new page of the relationship that our two countries enjoy.

With these few remarks, ladies and gentlemen, may I now ask all of you present here to rise and join me in a toast: To the continued good health, long life and happiness of President Mohamed Abdelaziz; to the success in the search for peace and prosperity for the people of Sahrawi; to continued friendship, cooperation, and solidarity between the Saharawi people and Tanzanian people.

Katika ziara hiyo Rais Kikwete anatarajia kukutana na kufanya mazungumzo na mwenyeji wake Rais Dilma Varna Rousseff wa Brazil na Rais mstasafu wa nchi hiyo Mheshimiwa Inacio da Silva Lula na viongozi waandamizi wa nchi hiyo.

Katika ziara hiyo, Rais Kikwete atahudhuria mkutano wa mwaka wa wakuu wa nchi zinazoshiriki katika Mpango wa Ubia wa Uwazi Serikalini (Open Government Partnership-OGP) utakaofanyika mjini Brasilia chini ya Uenyekiti wa Rais Rousseff na kuhudhuriwa na wajumbe wapatao mia nne (400) kutoka serikalini, Asasi zisizo za kiserikali, Sekta binafsi pamoja na Mashirika ya Kimataifa.

Ubia wa Uwazi Serikalini au kwa kifupi OGP, ni mpango uliozinduliwa Septemba 2011 mjini New York, Marekani kwa lengo la kuwapa wananchi nafasi ya kushiriki katika kuamua mambo yanayowahusu, kupitia vyama visivyo vya Kiserikali na vya Kijamii.

Ubia huu unashirikisha kwa usawa wawakilishi wa serikali kwa upande mmoja na wawakilishi wa Asasi zisizo za Kiserikali za Kijamii kwa upande mwingine. Nchi ya Brazil kwa kushirikiana na Marekani imekuwa mstari wa mbele katika kusukuma ubia huu.

Rais Kikwete anatarajiwa kuhutubia mkutano huo tarehe 17 Aprili, asubuhi mara tu baada ya hotuba ya ufunguzi itakayotolewa na Mwenyekiti wa mkutano huo Rais Dilma Rousseff wa Brazil, ambapo ataelezea maendeleo iliyofikia katika kuandaa mpango kazi wa kutekeleza ahadi ya kuongeza uwazi kama ilivyokubaliwa katika kikao kilichofanyika Disemba 2011.

Rais Kikwete anatarajiwa kurejea nchini tarehe 20 Aprili, 2012.
